Right of Way Qualifications

Jody L. (Graham) Bolopue, SRA, SR/WA has been involved in the appraisal and acquisition of right of way since 1995 in Idaho and Washington and has appraised over 500 properties for right of way acquisition covering the states of Idaho and Washington. Her most recent completed projects include 43 parcels for acquisition for the City of Nampa, Idaho and 120 subterranean acquisitions for Sound Transit in Seattle, Washington. She has been an expert witness in condemnation and prepared strip acquisition appraisals; minimum valuations and Narrative Before and After Appraisals conforming to The Uniform Standards for Federal Highway Acquisition (UASFLA – Yellow Book) Guidelines. She has been involved in Administrative and Standard 3 Appraisal Review for the State of Idaho, The Bureau of Occupational Licenses, Bonner County and the Ada County Highway District. 

Mrs. Bolopue has been a real estate appraiser since 1984, specializing in right of way the past 17 years. She worked within the Idaho Transportation Department Right of Way Division for three years (2002-2005) to further her knowledge of right of way acquisition. She was Interim Appraisal Coordinator for the State of Idaho Right of Way Department. 

The firm has been designated as a Disadvantaged Business Enterprise by the State of Idaho and a Minority and Women Owned Business by the State of Washington. Mrs. Bolopue is one of few certified general appraisers in the State of Idaho with the Senior Right of Way Agent (SR/WA) designation with the International Right of Way Association (IRWA). She has extensive experience with Transportation Department Right of Way Manuals and Right of Way Procedures Manual, including assistance in revising them for appraisal purposes. She is an approved appraiser with the State of Idaho and Washington Transportation Department. She is a designated member (Senior Residential Appraiser) of the Appraisal Institute and has held a broker’s license since 1984 (inactive). She has had over 120 hours of USPAP and yellow book education (UASFLA).
